Victoria R.M. Pearman, JP
NATIONAL OMBUDSMAN FOR BERMUDA, EFFECTIVE MARCH 17th, 2014

Well-known trial lawyer Victoria Pearman was named as Bermuda's second Ombudsman for Bermuda by His Excellency the Governor, Mr. George Fergusson effective March 17th, 2014 (after consultation with the Premier and the Opposition Leader). Ms. Pearman graduated summa cum laude with a Bachelor of Arts degree from American International College (Massachusetts, USA) and her Bachelor of Laws (Hons.) degree from the London School of Economics (London, England). She was called to the Bar of England and Wales by the Honourable Society of Lincoln’s Inn and to the Bermuda Bar.

Ms. Pearman has worked as a litigation attorney at Appleby Spurling and Kempe, Lord Simmons and Warner and Juris Law Chambers of which she was a founding partner. She has appeared in all courts in Bermuda and before various tribunals. Ms. Pearman is a trained arbitrator and mediator. She has been a member of the Bermuda Bar Council and was formerly a Government Senator. She has served on the Boards of the Adult Education School and the Bermuda College. She also was a seminar leader with University of Kent LLB | Bermuda College program. Additionally Ms. Pearman has trained several pupils and law students who are now practicing at the Bar, in Government service and in corporate work. Ms. Pearman is the proud mother of her young son, Simeon.

Catherine Hay
DEPUTY OMBUDSMAN / INVESTIGATIONS OFFICER

Catherine Hay joined the Ombudsman’s Office as an Investigations Officer in October 2011. She completed her legal training at Appleby and is a member of the Bermuda Bar.

Ms. Hay studied law at Exeter College, University of Oxford (BA(Hons)) and International Relations at Brown University (BA(Hons)).


In addition to conducting investigations, she oversees the electronic complaint management system and carries out research into global best practices and legal matters.

LaKai Dill
INVESTIGATIONS OFFICER

LaKai Dill earned her B.A. in International Relations from Universidad de las Américas, Puebla (Mexico), during which time she learned to communicate fluently in Spanish. After graduating, she interned in Cape Cost with Ghana's hybrid Ombudsman and human rights institution. Ms. Dill also served under Bermuda's first Ombudsman ad Research Support at the time of the systemic investigation into the Archives, before rejoining our team in December 2014 as an Investigations Officer.

Previously, Ms. Dill worked in youth development with Bermuda's national tall ship, Spirit of Bermuda, as crew and programme manager. One of her treasured accomplishments was publishing an article in Latin American Policy, based on her undergraduate dissertation on Black identity politics in Mexico. She is currently pursuing a M.Ed. in Special Education with Miami University | Bermuda College and remains connected to youth development in the non-profit sector volunteer work.

Lamumba K. Tucker
MANAGER – FINANCE & ADMINISTRATION

Lamumba Tucker earned a Bachelor of Science Degree in Accounting from Alabama A&M University. Previously, he worked as an Auditor at PricewaterhouseCoopers LLP and as a Trainee Management Accountant with the Office of the Accountant General for Bermuda.

Mr. Tucker joined the Ombudsman’s Office as our Administrative Officer inOctober 2012. 
In addition to Mr. Tucker’s core accounting functions of preparation and maintenance of the Office’s financials, budget, inventory, and payroll, Mr. Tucker assists with managing the Bermuda Ombudsman website and the Bermuda Ombudsman Facebook page.

Aquilah Fleming
COMPLAINT INTAKE OFFICER

Aquilah Fleming earned a LL.B with Upper Second Honours from the University of Kent in 2013. Previously, Ms. Fleming worked as an intern for the Centre for Justice and as a law student at Juris Law Chambers.

She is responsible for complaint intake and administrative duties.

Robyn Eve
EXECUTIVE ASSISTANT

Robyn Eve earned her Bachelor of Arts Degree from Acadia University with majors in Psychology and German in 1996. She has a wide range of experiences working in different sectors of our community, from small businesses to large insurance and reinsurance companies. Previously, Mrs. Eve worked as a Corporate Banking Administrator and then as an Administration Manager at Butterfield Bank. In 2004 she left the Bank to dedicate herself full-time to raising her young family.

Mrs. Eve joined the Ombudsman's Office in January 2016, where she assumed the role of Executive Assistant to the Ombudsman.
